Announcement on the Introduction of the 14th Group of Leading Entrepreneurial Talent for the “Longcheng Talent Program”

Acting under the Advice of the CPC Changzhou Municipal Committee and Changzhou Municipal People's Government on Deepening the Reform and Innovation of the “Longcheng Talent Program” (CF [2017] No.24), the Notice on the Implementation of Advice on Vigorously Promoting the “Star City” Initiative and Strengthening Talent-Driven High-Quality Development Issued by the Offices of the CPC Changzhou Municipal Committee and Changzhou Municipal People's Government (CBF [2018] No. 74), as well as the Implementation Measures to Accelerate the Introduction and Cultivation of Leading Talent for Startups for the “Longcheng Talent Program” (CRSF [2018] No.276), it has been decided that the introduction of the 14th group of leading entrepreneurial talent for the “Longcheng Talent Program” will be carried out pursuant to the Notice on Improving Talent Management While Continuing to Implement COVID-19 Control Measures (CRCB [2020] No.1), as part of efforts to effectively implement the innovation-driven development strategy and the strategy to make Changzhou a talent-strong city, to broaden the vision, and to accelerate the introduction and pooling of innovative and entrepreneurial talent from home and abroad. The regulations concerned are hereby as follows:
I. Who are eligible?
Businesses established and led by leading talent newly introduced outside of the city (Changzhou’s colleges included), with the following conditions met at the same time:
1. The startups in possession of leading technologies and independent intellectual property rights, with good prospects for business growth and industrial development.
2. Leading talent holding a master’s degree or above, aged under 55, with at least five years (or two years if the person holds a doctoral degree) of working experience in R&D or management positions at well-known enterprises, universities, scientific research institutes and the like at home and abroad.
3. Leading talent positioned as executives of startups (in accordance with the information registered at authorities for industry and commerce).
4. Where natural persons made monetary contribution directly to the startup in an amount of no less than one million yuan, the leading talent has contributed no less than 30% of the registered capital (or no less than 20% should the registered capital exceed 10 million yuan) or has been the largest shareholder (who is the largest contributor in both subscribed and paid-up capitals).Where contribution is not made directly by natural persons but a holding company, the leading talent's paid-in monetary contribution to the startup shall be no less than one million yuan (calculated via multiplying the leading talent’s ownership percentage in the holding company by the holding company’s monetary contribution to the applying startup), with shareholding not less than 30% (calculated via multiplying the leading talent’s ownership percentage in the holding company by the holding company’s equity percentage in the applying startup).
5. The startups that had been registered at Changzhou’s authorities for industry and commerce for less than 18 months as of January 1, 2020.
6. The startups with at least two employees who are not shareholders (except in the case of equity incentives for full-time employees), are under the coverage of social security system.
II. What are the incentives?
1. Funds from the city and districts under the jurisdiction of Changzhou: financial support of one million yuan or more will be provided by the bureau of finance of where the startups were incorporated by leading talent.
2. Funds from Changzhou municipality: startups incorporated by leading talent within 5 years of registration will be subsidized ranging from 500,000 to 6,000,000 yuan as per their “comprehensive contribution”. If the startups meet more than one criterion, they will be granted the highest amount of financial support, making up to the corresponding standard on top of the original subsidy.
3. Priority is given to the startups in recommending and applying for national and provincial talent plans as well as scientific and industrial projects.
4. The startups incorporated by leading talent, depending on where they were registered, are entitled to the supportive incentives of the city and districts under the jurisdiction of Changzhou in a prioritized fashion.
III. How to implement the policy?
1. To support micro, small and medium enterprises (MSMEs) while continuing to implement the COVID-19 control measures, online application is now available for the 13th group of leading entrepreneurial talent for the “Longcheng Talent Program”. The applicants will be able to register and settle down their startups within 12 months after being included into the Program. The period of applying for municipal support funds can be extended by one year.
2. Log in to the application platform of Leading Talent Program on the website of “Longcheng Talent Network” and apply online as required. The application deadline is May 15, 2020.
3. The city and districts under the jurisdiction of Changzhou are encouraged to carry out project selection using videos and other methods through the Internet.
4. Support funds from the city and districts under the jurisdiction of Changzhou will be put in place pursuant to the requirements and procedures of their respective regions.
5. Funds from Changzhou municipality will be applied by the Municipal Bureau of Human Resources and Social Security every year and, upon review and approval, will be put in place according to relevant requirements and procedures.
