Each city’s organization department of CPC municipal committee, office of the municipal leading group for talent management, publicity department of CPC municipal committee, municipal development and reform commission, municipal education bureau, municipal bureau of science and technology, municipal bureau of industry and information technology, municipal bureau of finance, municipal bureau of human resources and social security, municipal bureau of agriculture and rural affairs, municipal bureau of commerce and municipal health commission, as well as all the departments and committees (commissions) directly under the CPC Jiangsu Provincial Committee, the cadres (personnel affairs) divisions of the provincial departments and committees, the Party committees of the units directly under the provincial government, and the Party committees of universities, scientific research institutes, businesses, and institutions directly under the provincial departments.
This is to notify, according to the Jiangsu Province’s Implementation Measures of Reform in High-level Innovative and Entrepreneurial Talent Introduction Plan (SRCB [2018] No.5), in combination with the integration and optimization of provincial talent programs, that the preparatory work for the application for Jiangsu Province’s “Entrepreneurship and Innovation Plan 2020” (hereinafter referred to as “the Plan”) is as follows:
I. General Requirements
Under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, Jiangsu Province will adhere to the goal of taking the lead in high-quality development and building a new Jiangsu with strong economy, prosperous society, beautiful environment and a high level of civilization. A “more proactive, more open, and more effective” talent policy will be implemented under the “five adherences and five enhancements” talent management system. Efforts must be made to continuously implement COVID-19 control measures as well as to promote economic and social development. The application for the Plan should be organized efficiently and orderly in compliance with the requirements of being active and stable through optimized structure and improved efficiency. Targeting at the cutting-edge technologies and industrial layouts, we should focus on attracting top talent demanded in the 10 strategic emerging industries of new-generation information technology, high-end software and information services, biotechnology and new pharmaceuticals, new materials, high-end equipment manufacturing, energy conservation and environmental protection, new energy and energy Internet, new energy vehicles, aerospace and marine equipment, and digital creativity, as well as in the 13 advanced manufacturing clusters of new power (energy) equipment, engineering machinery, Internet of Things (IOT), cutting-edge materials, biomedicine and new medical devices, high-end textiles, integrated circuits, marine engineering equipment and high-tech ships, high-end equipment, energy conservation and environmental protection, core information technology, automotive and parts, and new displays. A profound understanding of the reform of talent evaluation system is required. It is crucial to combine assessment with accreditation, objective evaluation with expert review, and to value the achievements of innovation and entrepreneurship, the performance review from employer’s and market’s perspective, and the support from local government.
II. Types of Projects
1. Entrepreneurial and innovative talent. Projects fall into seven categories: entrepreneurship, business innovation, university innovation, research institute innovation, health innovation, cultural innovation, and high-skill innovation. See “Appendix 1” for the specific conditions of application in each category.
2. Entrepreneurial and innovative teams. Projects consist of seven categories: science and technology, strategic emerging industries, education, high-end software, modern agriculture, service outsourcing, and health. See “Appendix 2” for the specific conditions of application in each category.
3. Doctorate for entrepreneurship and innovation. Projects are composed of two categories: innovations of world-renowned schools and county-level hospitals. See “Appendix 3” for the specific conditions of application in each category.
III. Support Policy
1. Financial support. For the selected talent of entrepreneurship and innovation, the provincial department of finance will grant a subsidy of 5 million, 3 million, 1 million or 500,000 yuan within three years; while for those who have obtained the subsidy for the “Doctorate for Innovation and Entrepreneurship at Provincial Level” or “Innovation and Entrepreneurship Program for Overseas-returned Scholars”, additional funds will be supplemented to the corresponding standards. For the selected innovative and entrepreneurial teams, a subsidy of 8 million, 5 million or 3 million yuan will be granted within three years; while for those who have been selected for “Doctorate for Innovation and Entrepreneurship”, a total of 150,000 yuan funds will be granted within two years. The part of the aforesaid three types of funds used for personal living allowance must not be less than 30%, nor deducted from their salaries.
2. Project recommendation. The selected talent will be, in a prioritized way, recommended for the application for major national talent projects, the provincial “Project 333”, and the “Scientific and Technological Entrepreneur Support Plan”, as well as for the services from financial institutions, guarantee companies and venture capitals.
3. Supporting services. In accordance with the national and provincial policies on the introduction of high-caliber talent, support and services will be rendered in aspects of working conditions, visa, settlement, medical care, insurance, taxation, spouse settlement, children’s education and driver’s license conversion.
IV. Quotas
There is a total of 1,000 quotas for entrepreneurial and innovative talent and 150 for such teams. No limit on the granting of “Doctorate for Innovation and Entrepreneurship” is set. See “Appendix 4” for breakdowns.
If any winners of “China Jiangsu Talent Innovation and Entrepreneurship Competition” in 2018 and 2019 meet the application criteria, they are not subject to the quota limit stated above. (However, the Plan is not open to the winners of year 2018 who had applied for the provincial “Entrepreneurship and Innovation Plan 2019”.)
V. Acceptance of Application
1. Entrepreneurial and innovative talent. Each city’s organization department (municipal talent office) of CPC municipal committee accepts applications for entrepreneurship (except cultural entrepreneurship) and business innovation. The Publicity Department of CPC Jiangsu Provincial Committee accepts applications for cultural innovation (including cultural entrepreneurship). The Provincial Department of Education and the Department of Science and Technology accept respectively the applications for university innovation and research institute innovation. The Provincial Department of Human Resources and Social Security accepts applications for high-skilled innovation, while the Provincial Commission of Health accepts applications for health innovation. Each candidate can apply for one category only.
2. Entrepreneurial and innovative teams. The Provincial Development and Reform Commission accepts applications in the category of strategic emerging industries. The Provincial Departments of Education, Science and Technology, Industry and Information Technology, Agriculture and Rural Affairs, Commerce, and Health respectively accept the applications in categories of education, science and technology, high-end software, modern agriculture, service outsourcing, and health. Each team can apply for one category only.
3. Doctorate of entrepreneurship and innovation. The Provincial Department of Education accepts applications for innovation of world-renowned universities, while the Department of Science and Technology accepts applications for innovation of research institutes under these universities. The Provincial Commission of Health accepts applications for innovation of world-famous university hospitals and county-level hospitals. Each person can apply for one category only.
For the aforesaid categories, except for the category that can be reviewed directly by each city’s organization department of CPC municipal committee (municipal talent office), the others (excluding those reviewed by the public institutions directly under provincial departments) should be reviewed and approved by each city’s organization department (municipal talent office) of CPC municipal committee before forwarding the applications to the competent departments of the province for approval.
VI. Application Requirements
1. All types of projects are submitted online through the “Application Management System for High-level Talent in Jiangsu”, and the deadline is at 24:00 sharp on the May 20, 2020. Relevant documents (see Appendix 5 for the checklist) in the forms of scanned copies or digital photos of the original should be submitted online. The applicant, upon online application, is required to print out the submitted documents (including the application form, innovation and entrepreneurship plan, and certification documents) from the system, and then submit them to the competent authority after signing and stamping. Those who came straight to Jiangsu for work from abroad are additionally required to fill in the brief information and summary forms for overseas high-level talent and attach their photos in digital format.
2. The applying units and the talent themselves are required to sign the Power of Attorney for the Third Party’s Data Query and upload the scanned version onto the application system. The paper version should be submitted to the competent authority at the same time, which will then be collectively submitted to the provincial talent office.
3. The applicant must fill in all information truthfully and completely as required, without leaving any column blank or omitting any information. The information of online application must be consistent with that of paper documents. No additional documents will be accepted after the application is submitted. The applying unit and the talent himself/herself must promise not to infringe on any intellectual property rights, disclose his/her former employer’s trade secrets, nor violate the regulations on part-time remuneration and scientific research funding management, with written statements. Those who fabricate documents or falsify information will be revoked for the application and recorded a demerit in his/her integrity file. Other personnel concerned will be held accountable, and the unit and the person will not be accepted for such application within five years.
4. Relevant departments in all localities should pay close heed to the application and recommendation for the Plan, motivating all parties related, while taking effective oversight. Any localities or departments with dereliction of duty in the work will be held responsible. All recommendation reports, summary forms and basic condition evaluation forms (affixed with official seal) are required to be submitted to the Provincial Talent Office no later than the 20th of June. For the categories of entrepreneurship and business innovation of entrepreneurial and innovative talent, 10% of the key candidates, 20% of the prioritized candidates and 70% of the generally recommended candidates should be indicated.
